To be completely fair to her, it's kind of impressive that someone who can't talk can be so rowdy.
After a difficult birth left Neil frail for a while and mute for life, her parents were disinclined to ever refuse her, leading to a girl used to getting her way and taking poorly to being denied. Anger issues from her young childhood have been smoothed over by finding her identity and becoming comfortable in her own skin, but Neil isn't any calmer for it: boisterous and energetic, she is in possession of no more than three brain cells at a time, and whether or not she's using them is another question entirely. Though she's optimistic and outgoing, her energy can easily become too much for anyone, especially when paired with a lack of impulse control. She likes to fight and considers herself the best at it, and is always looking for an opportunity to prove herself.
And what better opportunity than the gym challenge? What better goal to strive for than the position of league champion—the strongest of the strong, the best it gets. A startling sense of self-awareness fuels Neil just as much as her braggadocious nature: how stunning it would be, how full hearts would be to see the top trainer in the region waving a trans flag and signing all her interviews. Neil wants to see someone like herself in power, respected and adored, and she wants to make it happen herself.
The world is open to her, and perhaps someday Neil will learn to temper her expectations of it and settle down for the sake of safety—but for now, she runs headlong at every opportunity, grinning the whole way.

Impish nature. Quick tempered. A rowdy boy. Just a real rambunctious fella. Mean-tempered to strangers but clingy and affectionate towards Neil. If she flexes, his instinct is to jump or climb up to grab and dangle from her arm, which she adores. This will be a problem if he ever evolves. Neither of them have thought of this. His fluff gets in his eyes so Neil keeps it up out of his face with a cute bow. Capable of performing a few sign language signs himself. Likes sour food, dislikes dry food.

Brave nature. Strong willed. This incredible little shit kept giving a fellow trainer backtalk and didn't run away when all his friends got scared and Neil thought that was just FANTASTIC. Of course, now she runs into the problem of his stubbornness butting heads with hers—it's a rare thing that they disagree, but the world comes to a stop when they do. Neil is still trying to teach him sign, but he at least knows his name and his moves. Wears a pink ribbon collar around his neck. Likes spicy food, dislikes sweet food (but isn't all that picky).
🎀 Please note that Neil is mute, and can and will not communicate verbally. She is not Deaf, and can hear just fine. She's fluent in Unovan sign language, which I represent with ASL for the sake of ease. If someone doesn't know sign language, she'll type out on her phone and display it. I'll try to make clear what's happening in tags! I'm happy to play this out in whatever way works best for you and your character—the language barrier is actively fun for me to play, so if your character wouldn't know sign language, don't force it, but if you feel like they would or just want to fall back on a universal translator then that also works great!
🎀 Neil's home region is Unova, but I kind of try to play it as ambiguous where possible so I can avoid unwanted interactions of recognition with canon characters. Regardless, she's played as having gone out on her journey well after all that Team Plasma nonsense was resolved. Also I haven't played those games in ages so please have mercy on me when I forget details lmao.
